[Ethiopia] Technology in Government in Africa (TIGA) Awards 2009

The Economic Commission for Africa (ECA) and the Canada Fund for Africa is inviting applications for the Second Technology in Government in Africa (TIGA) Awards.


The following is the content of the release from ECA -

Technology in Government in Africa (TIGA) Awards aim to recognise the work of African Governments in the effective use of ICTs for public services delivery as part of ECA’s African Information Society Initiative (AISI) and Canada’s ICTs for development programme. The Awards are aimed at African Governments and institutions based in Africa that are engaged in initiating, developing, and implementing ICTs for public services in Africa contributing to the development of the Information Society in Africa.

The aims are to:

  • Create greater awareness on the role of ICTs in the public services and the development process within the framework of the African Information Society Initiative (AISI);
  • Encourage African Governments and institutions to use ICTs for development in general and improved public/citizen’s services in particular; and
  • Motivate other African stakeholders in effective utilization of ICTs for citizen’s services.

This pioneering African programme will publicly recognise the innovation, excellence, and leadership in Africa’s public sector e-government development. It will be recognised as an honour to be nominated for TIGA Awards, and a significant public sector career achievement for the team members to be selected as an Award Winner.

The TIGA Award is intended to be a biannual event to honour African Governments and institutions. More information is available at: UNECA TIGA

2009 Technology in Government in Africa (TIGA) Awards: CATEGORIES

The deadline for the 2009 Technology in Governments in Africa (TIGA) Awards is 31st January 2009. Entries can be made in the following categories:
Public service delivery to citizens/communities
This award recognizes outstanding achievements by organisations or teams in developing and implementing innovative projects to improve online government service delivery (such as service application forms, tax payments, revenue collection, birth & death registration, other forms of Government eServices, etc.); with a specific focus on citizens or businesses as clients of government. The Prizes will be under three levels/sub-categories: national, provincial, and local.

Improved health services through the use of ICTs

This award recognizes outstanding achievements by organisations or teams in developing and implementing innovative projects to improve online as well as Government eServices using other forms of health service delivery; with a specific focus on citizens as clients of government. The Prizes will be under three levels/sub-categories: national, provincial, and local.

Improved educational services through the use of ICTs

This award recognizes outstanding achievements by organisations or teams in developing and implementing innovative projects to improve online as well as Government eServices using other forms of education service delivery; with a specific focus on citizens as clients of government. The Prizes will be under three levels/sub-categories: national, provincial, and local.

Public Private Partnership (PPP) in economic and financial eServices delivery

This award recognizes outstanding achievements by organisations or teams in developing and implementing innovative projects to improve financial service delivery (such as customs, banks, insurance, trade facilitation, etc.); with a specific focus on citizens as clients of government. The Prizes will be under three levels/sub-categories: national, provincial, and local.

JUDGING

A Panel of Judges composed of prominent personalities with sound knowledge and experiences in the use of ICTs in government services in Africa and elsewhere will be presiding over the selection and review process.

Judging will be based on the entries for the stated categories, and winners will be those, who in the opinion of the Judges have made a significant contribution to:


  • Government effectiveness in terms of reducing costs
  • Effective delivery of public services and improved accessibility to citizens
  • Fostering local talent and creating synergies between the private and public sectors


CONDITIONS FOR ENTRY

Conditions governing the Awards:
ECA and Canada Fund for Africa have the right to reproduce and transmit in any media, for non-commercial purposes, the work that has been selected.
ECA and Canada Fund for Africa have the right to cancel the Awards at any time, when the selected entities and organisations are found ineligible or don’t fulfil the criteria laid down for the award.
The decision of the judges shall be final.
Members of the Panel of Judges for the Award and members of the sponsoring institutions shall not be eligible to submit an entry.

Criteria for entries:

Applicants are required to submit a full description of the project under each category entered. In addition, a dully-completed application form should accompany all entries. The project description should clearly illustrate the benefits to Government clients of the category entered based on the selection criteria including Government effectiveness in terms of reducing costs, effective delivery of public services and improved accessibility to citizens, and fostering local talent and creating synergies between the private and public sectors.

Application forms and description of the project should be in English or French. Though the projects/initiatives can be in any language including local languages, the submissions should be translated into English or French.

Entries that do not address projects in Africa and undertaken by non-local organisations are ineligible.

Submission of Entries:

A FULLY COMPLETED FORM WITH A FULL DESCIPTION OF THE PROJECT MUST ACCOMPANY EACH SUBMISSION; OTHERWISE THE ENTRY WILL BE DISQUALIFIED.

All entries in a language other than French and English must have translation and/or transcription included in the submission.
