PhD Position in Computer Science at the University of Bourgogne (France) Description : The Institute for Spatial Information and Measurement (I3mainz) at the University of Applied Sciences (Mainz, Germany) and its partner the Laboratory of Computer Science, Electronics and Imaging (Le2i – UMR 5158 CNRS) at the University of Bourgogne (Auxerre, France) are seeking applications from qualified individuals to fill an available Phd position in the field of Computer Science commencing September, 2009. The successful candidate will be expected to hold a Master's degree or equivalent in Computer Science or a related field and will be enrolled in the doctoral program at the University of Bourgogne. The candidate’s work will be carried out in part at I3mainz in Germany and in part at the Le2i in France. His research will be within I3mainz’s WiDOP project which benefits from a three-year funding support (~ 27 000 EUR per year for this position) granted by the Federal Ministry of Education and Research (Germany). WiDOP (Wissensbasierte Detektion von Objekten in Punktwolken für Anwendungen im Ingenieurbereich), which stands for “Knowledge-based detection of objects in 3D point clouds for engineering applications”, is an ambitious project aiming to devise and develop efficient intelligent methods capable of achieving an automated processing of terrestrial laser scanner data. This project contrasts with existing ones in that it uses prior knowledge as basis for a selective, object-oriented detection, identification and modeling of objects present in the point cloud. This knowledge can be obtained from various sources such as databases, construction plans, as-built plans or Geographic Information Systems. Within WiDOP, the successful candidate will work on knowledge-based numerical processing of 3D point clouds. The goal is to develop and implement intelligent methods capable of achieving an automated processing, detection, identification and modeling of objects from terrestrial laser scanner data. 1910 Centenary PhD Scholarships in UK for Developing World Students
1910 Centenary PhD Scholarships Langham Partnership is working with a number of centres of theological training in the UK to offer four PhD scholarships starting in October 2010, as a way of marking the centenary of the Edinburgh World Missionary Conference of 1910. The scholarships are for PhD students from the Majority (Developing) World. They are available for study at Oxford Centre of Mission Studies, Edinburgh University, London School of Theology and International Christian College, Glasgow. Langham Partnership has over the past 30 years helped to sponsor almost 300 scholars to complete PhD degrees. The work of the Langham Partnership scholarship programme is focused on the Majority (Developing) World, and the 1910 Centenary PhD Scholarships are intended to benefit students from there. The Edinburgh World Missionary Conference of 1910 anticipated the predominant role which church leaders from the Global South would play in the future, and this scheme is therefore an appropriate way of marking its centenary. The scholarships represent the commitment of the four institutions to engage in dialogue with churches in the Developing World (Majority), and assist with the training of strategic church leaders from there. [Israel] Scholarships for International Workshop on Media Strategies for Social Change
Media have become powerful instruments, taking on a wide social role, conferring status on public issues, people, organizations and social movements. Research testifies that the standing of social policies is raised when they are delivered by people who command favorable attention in the media. Media exposure legitimizes the status of individuals, groups and their causes. This presents managers of government and grassroots organizations, as well as journalists and public relations officers with new challenges to obtain additional knowledge on the use of media, telecommunications etc. as tools to expose audiences to their views and to enlighten public opinion concerning social policies and services. During this workshop the participants will analyze the impact of the media on public opinion, politics and setting the political agenda. They will have the opportunity to exchange experiences and ideas on the concepts, programs and methodologies applied in their countries and in Israel. On completion of the workshop, the participants will have:
The workshop is designed for 26 to 30 women and men between the ages of 30 and 50, who hold positions as journalists, television presenters reporting on socio-economic issues, public relations officers in service, governmental and non-governmental organizations, and planners of media strategies for grassroots organizations.
Candidates are expected to have academic training or equivalent professional training in relevant subjects, with at least 7 years of practical experience. They should be presently engaged in promoting socio-economic issues through the media.
Familiarity with Windows and Office and a good command of written and spoken English are essential.
Participants reside at MCTC and the studies are intensive. Five to six days a week are devoted to classroom study and observation visits. Saturdays and/or Sundays are often spent on assignments or on excursions to places of historical or religious interest, or on study visits.
The themes will be presented in the form of lectures and discussions by professionals in the field, university lecturers and researchers. These will be complemented by observation visits to relevant institutions.
Participants are expected to make significant contributions to the Workshop by becoming actively involved and sharing their experiences and ideas with their colleagues. They will be required to make a presentation on their work, describing their organization and specific media-related programs that they are involved in, bringing with them written articles and /or video films. They will also write articles and/or film a short documentary on an issue of relevance to them, as a final group project.
Participants are asked to bring with them audio, video and written material from their organization and their country, which will be used as case study material during the Workshop.
The following subject areas will be examined:
Participants are required to make a presentation during the Workshop, describing programs/ projects under their auspices that are relevant to the Workshop.
Visits will be made to private and public media institutions and human service organizations.
Application forms should be obtained from Israeli Diplomatic and/or Consular Repreentatives serving the applicant's country and returned to them, completed, and together with recommendations from appropriate authorities, not later than 15th August, 2009, for forwarding to MASHAV and MCTC.

Lectures, field visits, written study material and use of the library and internet.
Accommodation:
Two students to a room (linen, hot water, heating).
Full Board
Cultural and Social Activities:
Excursions to historical and religious sites.
Health Services:
Medical insurance covers medical services and hospitalization in case of emergency. It does not cover the treatment of chronic or serious diseases, specific medications taken by the participant on a regular basis, dental care, eyeglasses, or the period of pregnancy. The Health Authorities recommend that visitors to Israel make sure they have been inoculated against tetanus in the last ten years.
Miscellaneous:
International travel fares are the responsibility of the candidate or his/her sponsoring organization. Passport and Visa Passports must be valid for the period of the workshop and include an entry visa into Israel. Two additional passport-size photographs are also required for various documents.

[Indonesia] The Indonesian Arts And Culture Scholarship 2009
A. Background The 2009 Indonesian Arts and Culture Scholarship is the seventh year of the Program that was initially offered and awarded to member countries of the South West Pacific Dialogue (SwPD); Australia, New Zealand, Papua New Guinea, the Philippines, Timor-Leste, and the host Indonesia. Bearing in mind the success of the program, the offer was expanded over the years to include member countries of the Association of South East Asian Nations (ASEAN), ASEAN+3 (China, Japan, and the Republic of Korea), and the Pacific Islands Forum (PIF), as well as India and South Africa. Last year, Indonesia welcomed new awardees from Azerbaijan, the Netherlands, the United Kingdom and the United States. This year will see new awardees from Austria. B. Objective The program aims at demonstrating Indonesia's commitment as an initiator of the establishment of Southwest Pacific Dialogue (SwPD) and as the originator member of ASEAN in advancing the social culture cooperation in the region. The program also has as objective to encourage better understanding amongst awardees of participating countries through Indonesia's immensely diverse art and cultural heritage. Finally, to cultivate a cultural of cooperation, emerging from direct contact and sharing of cultures amongst people involved in the program, leading to thriving diplomatic relations in the region and worldwide. C. Awardees Awardees of the 2009 IACS include awardees of regional organizations of the SwPD, ASEAN+3, and PIF, as well as from India, South Africa, Azerbaijan, the Netherlands, United Kingdom, the United States, and this year, Austria. D. Time The non-degree arts and culture scholarship is offered for a period of three months. E. Location The scholarship awardees will be divided into four groups and assigned to the four arts centers (sanggar) located in Bandung, West Java; Denpasar, Bali; Solo, Central Java; and Yogyakarta, Daerah Istimewa Yogyakarta. F. List Of Courses In Bandung, West Java, awardees will learn Sundanese art and culture namely the production, maintenance and appreciation to angklung; karawitan, wayang golek, and traditional dance of Sunda and West Java. They will also learn Sundanese and Indonesian Language as a component of the culture. The awardees will learn Javanese art and culture such as the process of batik and its significance; karawitan; traditional Javanese dance; and Javanese language and culture in Yogyakarta dan Solo. In Bali, awardees will learn Balinese art and culture. Balinese artists will teach Balinese art and culture namely Balinese dance, paintings, carving and gamelan lively. Each art center will also arrange special visit to several historic as well as renowned tourist destinations for participant. Prior to their placement in the art centers, the awardees will undertake an orientation for a week in Jakarta and will learn issues such as the Aim and Objectives of the G.
